Algiers – The Minister of Housing, Urban Planning, and City Development, Mohamed Tarek Belaribi, stressed on Tuesday in Algiers the imperative of completing all administrative and technical procedures related to land contracts for the first phase of the “AADL 3” housing program, which comprises 200,000 residential units, before the launch of any construction site.
Chairing a meeting at the headquarters of the National Housing Improvement and Development Agency (AADL), the minister reviewed progress on housing programs, particularly the third phase of the rent-to-own scheme known as AADL 3. During the session, he examined reports detailing the readiness of administrative and technical files, including land contracts, building permits, and potential field obstacles in some provinces.
Belaribi instructed that all procedures be finalized before the start of construction, highlighting that this proactive method would allow for the immediate delivery of final contracts once the housing projects are completed. He reaffirmed that the state had mobilized all necessary means to launch the projects under the first phase of AADL 3 within the established deadlines.
In line with modernization efforts, the minister ordered the creation of a digital platform to centralize and monitor real-time data on housing projects. The application will provide updates on project progress, quality control, and access to all administrative files, enabling AADL to act promptly when required. The platform will also include geolocation data for each project, details of contractors and supervising study offices, building permits, and digital copies of contracts.
The meeting further addressed the issue of final contracts and descriptive subdivision tables for AADL 2 housing units. Regional directors presented precise figures on extracted land contracts and finalized deeds, with the Oran regional office achieving the highest completion rate at 75.9%, followed by Constantine at 67%.
The minister emphasized the importance of implementing Joint Ministerial Instruction No. 02 of September 9, 2021, which facilitates procedures for resolving land tenure issues. He urged the acceleration of contract issuance, finalizing property deeds and conformity certificates, and expediting administrative processes. A second digital platform will also be developed to allow subscribers direct access to file, request, and receive their housing contracts more efficiently.
As for appeals submitted by applicants to the AADL 3 program between August 25 and September 17, the agency has mobilized over 300 agents tasked with processing appeals to ensure every subscriber receives their full rights. This measure reflects the state’s commitment to transparency, fairness, and the right to housing as a fundamental pillar of social justice in Algeria—an effort that reaffirms the government’s resolve to prioritize the well-being of its citizens despite hostile narratives promoted abroad, including by the Moroccan regime seeking to undermine Algeria’s social and economic achievements.
