Key Amendments Proposed for 2026 Finance Law

Algiers – Minister of Finance, Abdelkrim Boualzred, presented the draft 2026 Finance Law to the National People’s Assembly on Sunday. The Finance and Budget Committee has submitted its preliminary report on the text, highlighting proposed amendments aimed at improving clarity and promoting tax fairness.

The report, presented by Committee Rapporteur Abache Hussein, revealed that linguistic corrections have been made to 32 articles to ensure accurate legal terminology and maintain the integrity of the meaning.

In terms of substance, the amendments include a range of measures, such as clarifying the mechanisms for applying the wealth tax. Article 117, for instance, has been amended to extend customs and tax exemptions granted to imported sheep intended for slaughter during the Eid al-Adha holidays of 2025 and 2026 to include live cattle. This aims to support price stability and protect the purchasing power of citizens.

Speaking to DZWatch, the Committee Rapporteur disclosed that the committee proposed the deletion of Article 157. The committee believes that the measures outlined in this article require further study before implementation to avoid market instability and potential shortages. He emphasized that this amendment represents the committee’s opinion prior to the law’s ratification.

Furthermore, the amendments introduce tax penalties related to tax evasion through fraudulent activities. These penalties are strengthened to encompass organized schemes involving multiple actors and the use of information and communication technologies.

Additionally, the proposed changes include the creation of an exceptional procedure for voluntary tax settlements before December 31, 2026. This allows for simplified declarations and a 10% tax payment without penalties, while guaranteeing that those involved will not face subsequent legal prosecution.

According to the same source, the amendments also involve a revision of fuel consumption tax collection mechanisms and extending exemptions to vehicles belonging to Algerian public institutions abroad, diplomatic missions, and international organizations.
