Algeria’s Minister of Justice and Keeper of the Seals, Lotfi Bouchemaa, is participating in the 41st session of the Council of Arab Ministers of Justice in Cairo. Minister Bouchemaa, who also serves as the Vice-President of the Executive Bureau of the Council, will first attend the 75th meeting of the Bureau on Tuesday, November 11, 2025, at the Arab League headquarters.
The following day, Wednesday, November 12, 2025, he will participate in the main session of the Council. According to a statement from the Algerian Ministry of Justice, the agenda for the 41st session includes 14 key items. These encompass crucial topics such as reviewing the Arab Convention for Combating Terrorism and the Arab Convention for Combating Money Laundering and the Financing of Terrorism.
The Council will also consider the Arab Convention on Regulating the Status of Refugees in Arab Countries and a draft Arab Convention on the Protection of Personal Data, a proposal put forward by Algeria.
Furthermore, the Council will discuss the critical issue of “harmonizing Arab legislation.” This will involve examining draft model laws pertaining to the Arab Model Law on Preventing Hate Speech, the Unified Arab Law on Combating Drugs and Psychotropic Substances, the Arab Model Law on the Protection and Assistance of Displaced Persons in Arab Countries, and the Arab Model Law on Protecting Children from Recruitment in Armed Conflicts, another proposal originating from Algeria.
This session is part of the Council of Arab Ministers of Justice’s annual meeting, serving as a platform to explore shared legal and judicial issues. It aims to enhance joint Arab efforts in the legal and judicial fields, facilitating the exchange of experiences among Arab nations. The upcoming session will also see the ratification of future work programs for both the Technical Secretariat of the Council and the Arab Center for Legal and Judicial Research.
