Algiers, November 12, 2025 – The Algerian government convened today under the leadership of Prime Minister Sifi Ghrib to address several key issues, including traffic law revisions, telecommunications infrastructure, and the audiovisual sector.
The government finalized its review of the preliminary draft law concerning traffic regulations. This revision follows instructions from the President during the Council of Ministers meeting held on November 2, 2025. The updated draft aims to bolster measures against traffic accidents through stricter penalties for offenders, with the ultimate goal of reducing the number of accidents recorded annually.
Furthermore, the government examined an executive decree approving the renewal of the license for the establishment and operation of a fixed public electronic communications network, and the provision of related services, granted to Algeria Telecoms, a joint stock company. Amendments have been introduced to the specifications document to align it with sector developments, particularly concerning services related to the operation of the fixed electronic communications network. The decree also mandates a review of requirements regarding regional coverage, service quality, personal data protection, and cybersecurity compliance.
The meeting also saw the commencement of discussions on a draft executive decree outlining the conditions and modalities for engaging in audiovisual production and the filming of audiovisual works. This text, part of the implementation of Law No. 23-20 dated December 2, 2023, concerning audiovisual activity, represents a significant step towards completing the legal framework necessary to activate the new framework for practicing audiovisual activity.
Finally, the government heard a presentation on the crucial role of accreditation, conformity, and validation in the research, innovation, and valorization processes, and their contribution to strengthening the economic role of universities in the country’s development. This presentation paves the way for a strategically important workshop that will establish a network of accreditation, conformity, and validation covering all value chains of national production of goods and services.
