Algiers – The Algerian government is embarking on a significant restructuring of its energy and mining sectors, aimed at boosting efficiency and attracting investment. Minister of State and Minister of Hydrocarbons and Mines, Mohamed Arkab, outlined the key features of the new framework during a national forum held at the Ben Aknoun Management Training School on Saturday, November 15, 2025.
The forum brought together key stakeholders, including the Minister of Energy and Renewable Energies, Mourad Adjal, and the Secretary of State in charge of Mines, Karima Bakir Tafer, alongside central and local officials from across the country.
Minister Arkab emphasized that the forum served as a crucial platform for integration between all entities within the national energy and mining system. He highlighted the government’s commitment to fostering synergy between these vital sectors to promote sustainable development and enhance institutional performance.
The restructuring follows a government reshuffle on September 14, 2025, which redefined the responsibilities of the energy, hydrocarbons, and mining sectors to ensure greater specialization and effectiveness, according to the Minister. New regulatory texts detailing the restructuring will soon be published, specifying coordination mechanisms between central and regional bodies, as well as public institutions within the sectors.
Arkab stressed that the reorganization of the Ministry of Hydrocarbons and Mines is based on specialization and competence, given the hydrocarbon sector’s demanding technical, commercial, and geopolitical expertise. Challenges related to refining, petrochemicals, and the transformation of mineral resources are also key considerations.
The Minister further noted that the mining sector is experiencing a period of “real take-off,” requiring robust governance and institutions capable of attracting investment. The goal is to better integrate Algeria into global value chains for strategic raw materials. He also underscored the crucial role of regional energy and mining directorates as the “field arm” for implementing public policies, monitoring storage and distribution activities, ensuring industrial safety, and overseeing mining projects.
Minister Arkab lauded the on-the-ground efforts and achievements of recent years, signaling a renewed focus on developing Algeria’s energy and mineral wealth.
