In Guezzam, Algeria – Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, has ordered a technical committee to be dispatched to the wilaya of In Guezzam to investigate impediments hindering the progress of housing and infrastructure projects.
The directive followed a technical meeting held at the Ministry headquarters on Wednesday, October 22, 2025, dedicated to reviewing the status of sector-specific programs assigned to In Guezzam. The meeting commenced with presentations from the wilaya’s Director of Housing and the Director of the Office for Promotion and Real Estate Management, who detailed the advancement of various housing schemes. Further presentations were given by the Director of Public Equipment and the Director of Urban Planning, Architecture, and Construction, outlining the overall state of public facilities and urban development programs in the wilaya.
In Guezzam has a total housing program of 8,020 units in various formats. Worryingly, 6,740 units and subsidies are yet to be realized. This includes 400 public rental housing units where construction has not commenced due to a lack of construction companies, despite several open national tenders. Additionally, 6,140 rural housing units have been approved, but beneficiaries have not submitted the necessary documentation to receive financial assistance.
Regarding public facilities, the wilaya has six educational structures, four of which are under construction with varying progress rates between 20% and 40%. Construction on the other two has not started, despite several national tenders, again due to a shortage of construction firms.
The meeting also included a detailed report on the stalled construction of two 60-bed hospitals. Contracts with the defaulting construction companies have been terminated, and a roadmap for restarting the projects within the coming weeks has been established.
Concluding the meeting, the Minister issued instructions to create a precise work agenda aimed at injecting new momentum into the management and monitoring of projects that have not yet commenced, whether in housing, urban planning, or public facilities. The technical committee will conduct an on-site assessment of the obstacles hindering project launches and will hold a coordination meeting with construction companies and local directors to explain the approved roadmap.
