Algiers, November 23, 2025 – Mobilis, Algeria’s leading mobile operator, has been officially granted a license to establish and operate a public 5G mobile network, according to the official gazette. This marks a significant step forward in the country’s technological advancement.
Executive Decree No. 25-301, dated November 16, 2025, authorizes Mobilis to deploy and operate its 5G network under specific technical and regulatory conditions outlined in the official specifications. The fixed financial component of the license is valued at DZD 22,195,406,213 (approximately 22 billion Algerian Dinars).
The rollout of 5G coverage will be implemented in phases to ensure nationwide access. During the first year, coverage will be focused on the following eight key provinces: Algiers, Oran, Constantine, Setif, Skikda, Ouargla, Tlemcen, and Blida.
In the second year, the 5G network will expand to include ten additional provinces: Bejaia, Bordj Bou Arreridj, Tindouf, Timimoun, In Salah, Touggourt, Mostaganem, Annaba, Batna, and Tizi Ouzou.
From the third to the sixth year, Mobilis is obligated to extend coverage to ten new provinces annually, adhering to specific coverage ratios. The aim is to achieve nationwide 5G availability across all 58 provinces by the end of the sixth year, as stipulated in the official gazette.
DZWatch has also learned that licenses have been granted to other operators. The ‘National Telecommunications of Algeria’ – Ooredoo – and ‘Optimum Telecom Algeria’ – Djezzy – have also received 5G licenses, as per Executive Decrees No. 25-302 and 25-303, respectively, both dated the same as the Mobilis decree. These decrees also outline the conditions for 5G operation and nationwide coverage, emphasizing adherence to the established specifications.
This widespread investment in 5G infrastructure promises to unlock new opportunities for businesses and consumers alike, ushering in a new era of connectivity and innovation across Algeria.
