Algiers – The Ministry of Higher Education and Scientific Research has launched a new digital platform designed to streamline the application and evaluation process for membership in the National University Committee. This committee is responsible for assessing the scientific and pedagogical work of associate professors (‘Class A’) seeking promotion to the rank of professor.
The ministry has established clear mechanisms for submitting applications and criteria for selection, formalized under Decree No. 1300, dated October 20, 2025. This decree outlines the responsibilities, organization, operational procedures, and composition of the National University Committee.
The National Federation of Higher Education and Scientific Research has welcomed the digital platform for applications to the National University Committee and for professor promotion cycles. The Federation, an affiliate of the General Union of Algerian Workers, praised the initiative as a continuation of the Ministry’s efforts to promote digitization and modernize management methods.
The Secretary-General of the Federation stated that this endeavor aims to provide all qualified national professors with the opportunity to apply for membership in the National University Committee, ensuring complete transparency in both the application submission and evaluation stages.
The application review process begins with the deans of faculties and directors of university institutions, followed by regional university conferences. A central committee established for this purpose will then finalize the list of accepted candidates for membership in the National University Committee.
This new procedure for selecting national talent based on merit is considered crucial for ensuring the rights of all candidates. It provides an objective and unified mechanism that allows for a fair evaluation of candidates’ scientific and pedagogical contributions. The move is also seen as a significant step in modernizing university governance by promoting equal opportunities and enhancing transparency.
The introduction of this digital platform is expected to foster a more equitable and efficient system for recognizing and rewarding academic excellence within Algeria’s higher education sector.
