Good News for DEUA Holders: Access to Foreign Training

Algiers – Holders of the Diplôme d’Études Universitaires Appliquées (DEUA) are now eligible for short-term training programs abroad, according to a recent directive from the General Directorate of Budget at the Ministry of Finance.

The clarification came in response to an inquiry from the University of Mohamed Lamine Debaghine Setif 2, seeking guidance on the eligibility of DEUA holders for foreign training opportunities. The university’s inquiry referenced Article 10, paragraph 3 of Presidential Decree No. 14-196, dated July 6, 2014, which governs the organization of training and professional development abroad.

The specific point of contention revolved around whether the DEUA, awarded by the University of Continuing Education (UFC), qualifies as a university degree for the purpose of accessing these training programs.

In its response, the General Directorate of Budget cited correspondence No. 12688, dated November 3, 2025, from the General Directorate of Public Service and Administrative Reform. This correspondence explicitly states that degrees awarded by the UFC, including the DEUA, entitle holders to participate in professional development programs abroad, in accordance with the aforementioned Presidential Decree No. 14-196.

This decision opens doors for DEUA holders in public administration and institutions to enhance their skills and knowledge through international training experiences, potentially boosting their career prospects and contributing to the overall development of the Algerian workforce.
