Algiers – In a groundbreaking move, the Ministry of Higher Education and Scientific Research has announced the implementation of an innovative supervision model for doctoral dissertations across Algerian universities.
The new framework emphasizes collaboration and integration between national universities and partner higher education and scientific research institutions. This initiative falls under the “Promoting Visibility” program, aimed at enhancing the quality of scientific research and ensuring comprehensive academic supervision for students.
Under Decree No. 169, dated December 29, 2025, higher education institutions have been qualified within doctoral schools to ensure the proper training of students pursuing their PhD degrees for the 2025-2026 academic year. The decree specifies the number of available pedagogical positions and the scientific disciplines included, aligning with modern standards of scientific research and advanced academic training.
The new procedure involves PhD dissertation supervision through collaboration between five leading Algerian universities: Houari Boumediene University of Science and Technology, Setif 1 University, Sidi Bel Abbes University, Tlemcen University, and Annaba University. This collaboration extends to partner higher education and scientific research institutions through knowledge exchange and twinning agreements.
This framework allows students to benefit from diverse expertise and knowledge sources, thereby strengthening research quality and elevating the standard of dissertations. Article Five of the decree stipulates that doctoral dissertations will be conducted under joint supervision, with professors and experts from various universities and partner institutions participating to ensure meticulous and comprehensive monitoring of scientific research.
This supervision aims to provide continuous academic support, knowledge exchange between students and professors, and connect research studies with modern scientific practices.
This measure represents a paradigm shift in the higher education system. Dissertation supervision is no longer confined to a single university but has evolved into a multifaceted academic experience, allowing students to access diverse expertise and perspectives. This is expected to significantly improve the quality and impact of doctoral research in Algeria.
