December 12, 2025 – Following registration and project launches, the keys to ‘ADL 3’ housing units are drawing closer to their owners.
President Abdelmadjid Tebboune has placed the housing sector at the forefront of his agenda, committed to ensuring access to decent housing for all segments of Algerian society. This commitment reflects the state’s dedication to its social responsibilities.
A pivotal moment occurred during President Tebboune’s visit to Djelfa on October 23, 2023, when he announced the launch of the digital platform for applications to the ‘ADL 3’ program. This coincided with the celebrations of the 62nd anniversary of Independence and Youth Day. The initiative saw significant public interest, with approximately 1.44 million applicants. Following digital processing and appeals, 911,908 applicants were definitively accepted. Official figures regarding the final number of accepted applicants after the appeals phase are currently unavailable. The first installment payment is expected to begin at the end of this month.
During a visit to Constantine, the President laid the foundation stone for the construction of 8,050 rental-purchase housing units under the ‘ADL 3’ program in the Sissaoui urban center. This act served as a presidential signal to officially commence construction. Subsequently, extensive site allocations for the same housing program were carried out across various provinces, including Tebessa, Ouargla, Saida, Medea, Mascara, Laghouat, and M’Sila, under the supervision of Riyad Gamdani, Director General of the National Agency for Housing Improvement and Development (ADL).
The Ministry of Housing, Urban Planning, and the City has indicated that 19,715 housing units under the ‘ADL 3’ program have been allocated since President Tebboune initiated the first project in Constantine. These units are distributed as follows: 8,050 units in the Sissaoui urban center in Constantine, 1,600 units in the El Bokra urban center in Ouargla, 2,000 units in the Ouled Khaled urban center in Saida, 1,400 units in Medea, 1,000 units in Boulhaf Dir in Tebessa, 2,400 units in Mascara, 1,150 units in Laghouat, and 2,115 units in M’Sila.
