Algiers, December 15, 2025 – A joint ministerial decree concerning the pricing of AADL 3 (Agence d’Amélioration et de Développement du Logement) housing units has been officially published. The decree, dated November 24, 2025, appeared in Official Gazette number 82 and outlines the final costs used to calculate the sale price of homes under the lease-to-own program for applications registered in 2024.
According to Article 2 of the joint decree issued by the Ministries of Housing and Finance, the final cost used to determine the sale price of these housing units is based on the purchase price of the land, the cost of various studies, construction work, roadworks, and utility network development.
Specifically, the value of state-owned land has been set at DZD 60,000 per square meter of housing. Furthermore, DZD 650,000 per housing unit is allocated for roadworks and the development of utility networks classified as “Category Three.”
The decree also includes provisions intended to ease the financial burden on beneficiaries. These measures include the exemption of beneficiaries from paying for the state-owned land, a direct financial aid package of DZD 700,000 per beneficiary, a reduction of DZD 1,000 in the price per square meter, and a 10% reduction in the interest rates on housing loans.
The decree stipulates that beneficiaries are obligated to pay the remaining amount after all benefits and subsidies have been deducted. This measure aims to provide affordable housing while ensuring the sustainability of the AADL program.
The new pricing structure for AADL 3 housing is expected to have a significant impact on the real estate market and provide much-needed housing options for Algerian citizens.
