Boumerdes, Algeria – The Ministry of Housing, Urban Planning, and City Development has announced the initial down payment amounts for the AADL 3 (Agence d’Amélioration et de Développement du Logement) subsidized housing program. Minister Mohamed Tarek Belaribi made the announcement during a working visit to Boumerdes province on Monday.
According to the Minister, the first installment for three-room apartments has been set at DZD 343,000, while the down payment for four-room units will be DZD 431,500. Beneficiaries will be allowed to pay these amounts in two installments, a decision made following directives from President Abdelmadjid Tebboune, intended to ease the financial burden on applicants and provide them with ample time to complete the payment process.
During his visit, Minister Belaribi confirmed the allocation of 20,000 AADL 3 housing units within the Sidi Hlou urban center in Boumerdes. He further stated that, nationwide, 50,000 AADL 3 units have been allocated to date, with that number expected to reach 61,000 by the end of the year.
The Sidi Hlou residential hub, located in Boudouaou, is projected to expand further, eventually accommodating approximately 30,000 AADL housing units. The 2025 finance law includes provisions for the construction of 300,000 AADL 3 housing units, bringing the total number of AADL units registered in the 2024 and 2025 finance laws to half a million.
Regarding improvements to the quality of AADL housing construction, Minister Belaribi noted that efforts are underway to incorporate enhancements such as central heating, increased use of ceramics, and updated earthquake-resistant systems.
The Sidi Hlou urban center spans 450 hectares and is planned to feature modern architectural designs with buildings ranging from 9 to 20 stories. It is expected to house over 150,000 residents and will include public facilities, services, mosques, schools, post offices, healthcare facilities, administrative offices, transportation hubs, shopping centers, playgrounds, and recreational spaces.
