Communication Minister Pledges Enhanced Copyright Protection

Algiers – The Minister of Communication, Zohir Bouamama, affirmed the commitment to strengthen collaboration with the National Copyright Office (ONDA) to protect media works. This announcement came during a meeting held on Tuesday, December 16, 2025, with Samir Thaalbi, the Director-General of ONDA.

The meeting underscores the ongoing efforts to reinforce institutional cooperation and enhance joint coordination between the Ministry and ONDA. This partnership aims to bolster the protection of the moral and material rights of authors, creators, and holders of related rights – a mission ONDA has been dedicated to for nearly five decades.

During the discussions, Minister Bouamama emphasized ONDA’s pivotal role in regulating the exploitation of protected works. He lauded the organization’s efforts in solidifying respect for the legal framework governing the distribution and broadcasting of creative works. He also highlighted the significance of continuous coordination between the Ministry and ONDA, particularly in light of Executive Decree No. 24-250, dated July 23, 2024. This decree mandates audiovisual communication institutions to enter into licensing agreements with the body responsible for copyright and related rights.

The Director-General of ONDA stressed the necessity for institutions operating in the audiovisual sector, as well as electronic media, to sign agreements that define the conditions for exploiting the catalog of protected works within their programming networks. This ensures the protection of authors’ rights and regulates the utilization of creative works, especially on digital platforms.

Both parties agreed to explore launching joint projects and activities in the near future, starting with an awareness day for journalists and media institutions. This initiative aims to promote the importance of respecting copyright and entrenching this principle in media practices. The ultimate goal is to contribute to the organization and regulation of the national media landscape. This collaboration signifies a renewed commitment to safeguarding intellectual property within the Algerian media sector.
