Algeria Unveils New Film Industry Support Decrees

Algiers, Algeria – The Algerian government has officially released the implementing decrees designed to bolster the nation’s film industry. Published in the Official Gazette No. 84, these decrees outline new regulations for public funding and the management of the National Fund for the Development of Cinematographic Industry and Techniques.

This development follows Minister of Culture and Arts Malika Bendouda’s announcement on December 11th in Constantine, where she confirmed the completion of all procedural arrangements related to the regulatory texts governing the sector.

The issuance of these decrees represents the culmination of intensive work initiated at the beginning of the Minister’s term. Significant administrative obstacles were overcome, and long-awaited regulatory texts were finalized in a short period. The aim is to inject new dynamism into Algerian cinema and transform it into an industry based on clear legal foundations.

The new framework introduces reforms aimed at structuring cinematic activity by establishing precise mechanisms for supporting film production, co-production, and post-production stages. It also includes support programs for scriptwriters, enhancing the quality of artistic content.

Furthermore, the decrees include measures to modernize the exploitation and distribution system by supporting the equipping of cinemas with modern digital technologies and encouraging the development of electronic platforms, aligning with global trends in the audiovisual field.

In terms of governance, the new provisions mandate the establishment of an independent committee for granting subsidies, comprising specialists and experts in the field. This committee will operate according to objective criteria that consider both the artistic merit and economic feasibility of film projects.

The regulations also implement strict technical and financial monitoring mechanisms, as well as deterrent measures, to ensure the proper use of public support and its allocation to deserving projects, thereby enhancing transparency and reducing abuses. This new legal framework establishes a different phase in the trajectory of Algerian cinema, characterized by sound organization and efficiency.
