Algiers – The Ministry of National Education has confirmed ongoing efforts to implement legislation aimed at reducing the retirement age for educators. This announcement comes in response to written inquiry number 9313 submitted by a member of the People’s National Assembly regarding the application of new base law provisions to employees within the education sector.
The ministry stated that it is adhering to established legal frameworks in the implementation process, referencing correspondence number 2184 from the Head of the Prime Minister’s Office, dated November 21, 2025. The ministry clarified that the retirement law within the national education sector, like other sectors, is governed by Law No. 81-12, issued on July 3, 1983, concerning the amended base law.
This law was further modified and supplemented by Law No. 25-09, dated July 19, 2025. Notably, the amendment includes a provision to reduce the legal retirement age by three years for employees in teaching positions, including teachers, as well as administrative staff such as supervisors, principals, and technicians. The law also outlines the conditions and procedures for applying these provisions to the administrative structure of the sector.
The Ministry of Labor, Employment, and Social Security is responsible for preparing the executive decree that defines the specific conditions and procedures for eligible employees to benefit from the reduced retirement age. The ministry indicated that the draft decree has undergone review and alignment processes and is currently awaiting final issuance.
Regarding directives issued by educational directorates concerning the submission of retirement applications for the 2025/2026 academic year, the ministry emphasized that these applications must comply with existing legislative and educational frameworks. No notification of a reduced retirement age can be included prior to the issuance of the executive decree specifying the conditions for this reduction, as stipulated in Law No. 25-09 dated July 19, 2025.
