AADL Accelerates Housing Project, Allocates Over 80,000 Units

Algiers – The National Agency for Housing Improvement and Development (AADL) is rapidly advancing the implementation of the AADL 3 housing program across the country. This initiative reflects the state’s commitment to meeting the growing demand for housing and promoting social equity in all regions.

The allocation of AADL 3 units began following President Abdelmadjid Tebboune’s visit to Constantine on November 20, 2025. During the visit, the President initiated the allocation of an initial batch of 46,000 housing units nationwide, including 8,050 units in the new city of Sidi Saiss in Constantine. This demonstrated the technical and logistical readiness for the program’s launch.

Recent weeks have witnessed a significant acceleration in the pace of implementation due to directives from the Ministry of Housing, Urban Planning, and the City, coupled with close monitoring by AADL officials. This has enabled the expansion of the allocation process to include additional provinces and has increased the number of allocated units beyond initial projections.

On December 15, 2025, the Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, oversaw the laying of the foundation stone for the construction of 20,000 AADL 3 housing units in the new city of Sidi Hajjaj in Boumerdes. This large-scale project is among the most ambitious residential hubs planned under this housing formula.

Thanks to this sustained momentum, AADL has exceeded its initial commitments, allocating 80,105 housing units under the AADL 3 program as of December 22, 2025. This figure clearly indicates the public authorities’ dedication to accelerating progress and adhering to set deadlines. The progress is occurring within the context of an ambitious housing sector plan. The 2025 Finance Law includes provisions for the construction of 200,000 housing units, while the 2026 Finance Law envisions an additional 300,000 units. This underscores the state’s commitment to strengthening the national housing stock.
