Government Examines Digitalization Law, Special Needs Education

Algiers – Prime Minister Sifi Ghrib presided over a government meeting this Tuesday, December 23, 2025, to discuss key legislative initiatives. The meeting focused primarily on advancing the nation’s digital transformation and improving specialized education for children with intellectual disabilities.

The government began by reviewing a preliminary draft law establishing general rules related to the field of digitalization. This initiative represents a crucial step towards building an effective, secure, and cohesive national digital ecosystem. The law aims to establish a modern governance model based on comprehensive digitalization as the cornerstone of administrative performance in managing public affairs.

The proposed law seeks to create a solid legal framework to support the digital transition, ensuring its sustainability and effectiveness. Ultimately, it aims to fully integrate Algeria into the digital age.

Furthermore, the government examined a draft executive decree defining the conditions for the establishment, organization, management, and oversight of private specialized education institutions for children with intellectual disabilities.

This decree aims to establish and improve the organization and operation of specialized institutions, and to implement developments stipulated in Law No. 25-01 of February 20, 2025, concerning the protection and promotion of persons with special needs. The goal is to provide better care and contribute to strengthening state efforts to expand reception facilities for children with intellectual disabilities across the country.

These initiatives reflect the government’s commitment to both technological advancement and social inclusion, ensuring a brighter future for all Algerians.
