Legal Certainty and Manager Protection Prioritized in Reforms

Algiers, December 27, 2025 – Prime Minister Sifi Ghrib stated that establishing legal certainty is a fundamental principle the state is committed to, ensuring that legal rules are built upon clarity, consistency, predictability, and stable application. This approach aims to avoid frequent changes that could negatively impact economic activity.

Speaking at the opening of the national forum on “Legal Security and its Impact on Economic Development” at the Abdelatif Rahal International Conference Center on Saturday, the Prime Minister emphasized the government’s commitment to policy coherence and integrated legislation. This is achieved by expanding consultations with all stakeholders during the drafting process and addressing their concerns and suggestions in a participatory manner. The goal is to create consensus-based texts that ensure the legal system aligns with the state’s economic and financial policies.

The Prime Minister stressed that enshrining legal security and protecting managers has been a significant focus of legislative reforms. The Penal Code was revised in 2024 to include precise, objective criteria for defining and limiting management actions that may violate laws, regulations, or security rules, and are subject to legal penalties.

Furthermore, the Penal Code amendment includes provisions criminalizing and severely punishing any action that hinders or undermines investment, according to the Prime Minister. These legislative reforms will be reinforced through a thorough revision of the Commercial Code, currently underway, to adapt it to these changes.

“This new vision, introduced by the President of the Republic, considers the specificities of economic activity and keeps pace with the transformations of the national economy, especially in light of the significant momentum created through major and structural projects being implemented in various fields, strengthening economic sovereignty and protecting the national interest,” the Prime Minister added.

The Prime Minister noted that the President of the Republic has placed managers at the heart of his concerns, recognizing them as a key pillar of developmental momentum. He stated that the President has ordered efforts to “decriminalize management actions” and has explicitly emphasized the need to protect those driving economic growth.
