Algiers, December 27, 2025 – The Minister of Justice, Keeper of the Seals, Lotfi Boujemâa, announced today that he has issued directives to public prosecutors at the judicial district level. The announcement was made during the opening of the conference on “Legal Security and its Impact on Economic Development,” a collaborative event between the Ministry of Justice, the Algerian Bar Association, the Algerian Economic Renewal Council, and the National Union of Public Contractors.
Minister Boujemâa emphasized the importance of “high-quality, sound, and uniform application” of frameworks governing the initiation of public prosecutions against managers of public economic institutions and public industrial and commercial establishments. The directives aim to ensure consistency and fairness in the application of the law across all jurisdictions.
Furthermore, the Minister underscored the need to activate an alternative procedure involving the postponement of prosecution in certain misdemeanor cases. This postponement would be contingent upon the return of funds, assets, and revenues disposed of or transferred outside the country, or their equivalent value, along with full payment of all amounts due from the alleged offenses. This measure is intended to encourage restitution and recovery of misappropriated assets.
In his address, the Minister also praised the attention given by the President of the Republic to the justice sector. He stated that this support is crucial for the continued implementation of the national strategy for a productive, open, and accessible economy. The strategy aims to support economic operators and entrepreneurs by creating a favorable environment for them to realize their projects and productive activities. The Ministry of Justice plays a key role in facilitating this environment through the fair and efficient administration of justice.
