Algerian Leadership Shift: Mohamed Nadir Larbaoui Appointed Prime Minister

Algeria has witnessed a significant political transition with President Abdelmadjid Tebboune’s recent decision to appoint Mohamed Nadir Larbaoui as the new Prime Minister, succeeding Ayman Ben Abdel Rahman. The brief statement from the presidency confirmed the end of Ben Abdel Rahman’s tenure and introduced Larbaoui as the incoming Prime Minister, without delving into the implications for the existing government team that was formed alongside Ben Abdel Rahman on March 16, 2023.

The constitutional foundation for this change lies within Article 91 (5 and 7), granting the President authority to appoint or dismiss the Prime Minister. Constitutional expert Amer Roukhila highlighted this as a partial government revision, a prerogative of the President.

Roukhila emphasizes that this change should not be viewed as indicative of the government’s stability or lack thereof but rather as a constitutional procedure. The President, in consultation with the Prime Minister, reserves the right to enact governmental modifications.

Mohamed Nadir Larbaoui, the newly appointed Prime Minister, is not a newcomer to Algerian politics. His career includes various significant roles, such as Ambassador to Pakistan, Director-General for Legal and Consular Affairs, and Director of International Economic Relations at the Foreign Ministry. He also represented Algeria in the Arab Maghreb Union’s General Secretariat.

Before his latest appointment, Larbaoui served as an advisor to former Foreign Minister Ramtane Lamamra and, most recently, as Algeria’s Permanent Representative to the United Nations in New York.

Speculations suggest that this appointment may be the precursor to further governmental changes, reflecting President Tebboune’s intent to rejuvenate and restructure the executive branch.
