Education Minister Stresses Key Role of General Secretaries

Blida – Minister of National Education, Mohamed Seghir Sadawi, inaugurated a training day for the General Secretaries of the Wilaya Directorates of Education in Blida on Saturday. The event, attended by the Wali of Blida, Djamaleddine Hassehas, and other sector officials, focused on enhancing the administrative and managerial capabilities of these key figures.

In his address, Minister Sadawi emphasized the importance of the training day, stating that it aligns with the Ministry’s policy of strengthening the competencies of General Secretaries. He highlighted their central role in administrative, financial, and digital management, considering them a crucial link in coordinating administrative work, ensuring the continuity and quality of public service, and achieving the sector’s strategic objectives.

The Minister underscored the significance of the meeting, particularly given the Ministry’s ongoing management of critical operations, most notably the teacher recruitment competition. He described the competition as a “vital and sensitive” process, directly linked to the rights of candidates and the public interest, requiring utmost commitment, diligence, and efficient management.

Sadawi further explained that the adoption of a certificate-based recruitment system aims to achieve several objectives pursued by the Ministry. He stressed the need for the full mobilization of General Secretaries to ensure the smooth and transparent conduct of this process.

The training day also reflects the sector’s commitment to deepening the training of executives, enabling them to understand and implement new programs introduced by the Ministry. This includes a comprehensive survey of old educational institutions requiring special attention, whether to maintain their service or decommission them based on precise technical criteria.

Furthermore, the Minister highlighted that this meeting serves as a preparatory stage for education directorates nationwide, in anticipation of their future responsibility for the construction of educational institutions, as well as health and sports facilities. He reiterated the sector’s efforts to enhance the quality of education, particularly through the establishment of three specialized institutions in mathematics, with plans to expand the experiment to other educational subjects later. Sadawi affirmed the Ministry’s commitment to continuously enhance the training of General Secretaries, equipping them with the necessary professional skills to effectively manage administrative, financial, and pedagogical aspects, while strengthening the working relationship between them and education directors, as well as various relevant departments.

He also called upon the General Secretaries to leverage the training to improve efficiency and transparency in their respective roles.
