Education Minister Outlines Teacher Integration Policy, Announces Major Hiring Drive

DZWatch has learned that the Minister of National Education, Mohamed Seghir Saadaoui, has affirmed the stability of the current academic year. Speaking earlier this week, the Minister highlighted the consistent classroom attendance and disciplined approach demonstrated by teachers during the first term. He emphasized that this has contributed significantly to creating a more effective learning environment across all educational levels.

Minister Saadaoui stated that student performance has shown improvement. He also noted advancements in the professional and social conditions for those working within the national education sector. He specifically mentioned the implementation of fundamental laws designed to support staff and provide structure for all involved parties. The Minister stressed that these measures reflect the Ministry’s commitment to supporting educators and empowering them to perform their duties effectively.

Addressing the critical issue of teacher recruitment, the Minister clarified the criteria for evaluating professional experience during the hiring process. He explained that experience of less than one month would not be considered, while any experience exceeding one month will be evaluated, contingent upon the submission of relevant certifications. The practical experience will be assessed alongside oral interviews, ensuring the certification aligns with the required specialization. This approach aims to secure highly qualified individuals who can effectively meet the needs of the education sector.

The Minister reiterated that teacher stability and professional development remain top priorities for the Ministry. He stated that current policies strive for a balance between exceptional integration measures and legally mandated competitive examinations. This, he believes, will ensure the quality and continuity of education under all circumstances.

Saadaoui explained that the Ministry resorted to integration measures during exceptional periods, particularly during the COVID-19 pandemic, when conducting examinations was not feasible. Over 82,000 teachers were integrated after a previous integration of 62,000 teachers, based on their accumulated practical experience. The Minister announced a national examination based on qualifications, describing it as one of the largest recruitment drives in the education sector. Contractual teachers, those previously integrated, and anyone with relevant experience are eligible to participate by submitting their qualifications and experience for consideration.

The Minister assured that the entire process will be conducted digitally and with complete transparency, with scoring published for all to ensure fairness and credibility.

The Ministry aims to fill numerous positions across the country.
