New Party Law Limits Leaders, Promotes Youth Inclusion

Algiers – A draft law concerning political parties has been submitted to Parliament, introducing significant reforms aimed at bolstering transparency and curbing political corruption. The proposed legislation includes provisions limiting the terms of party leaders and encouraging greater participation from youth and women.

One of the key articles in the draft law restricts the term of the top party official to two five-year mandates. This measure seeks to prevent the concentration of power and promote leadership renewal within political organizations.

The proposed law also addresses the issue of political mobility, preventing parliamentarians from switching party affiliation during their term. Violators risk expulsion from Parliament, aiming to foster greater stability and accountability among elected officials.

Recognizing the importance of inclusivity, the draft law mandates that political parties establish quotas for youth and female representation within their structures and leadership bodies. This aims to empower these demographics and ensure their voices are heard in political decision-making.

Furthermore, the legislation outlines revised procedures for reviewing applications to establish and accredit political parties. It grants authorities the power to request any necessary documentation or replacements of party members who do not meet the required criteria, streamlining the process and addressing previous loopholes.

To ensure fair representation, the draft law amends the required representation of each province at the founding congress of a political party. The minimum number of attendees per province is set at 25, with the total number of attendees needing to represent at least one-third of the country’s provinces. This adjustment rectifies an oversight in the existing law.
