National Land Registry to Implement Unified Digital System

The General Directorate of National Domains has announced the nationwide rollout of its comprehensive digital system, known as “Amlak,” across all land registry and state property directorates. This initiative represents a significant step forward in modernizing land administration procedures throughout the country.

According to a statement released by the Directorate, the implementation of “Amlak” is the culmination of ongoing modernization efforts, encompassing updated standards and technical solutions for data management. Some of these advancements were initially introduced during surveying operations starting August 21, 2025.

The “Amlak” system is designed as the central tool for issuing and updating electronic land titles. The Directorate anticipates that once the necessary technical and organizational procedures are finalized, a phased transition from paper-based land titles to electronic records will commence.

The development of “Amlak” represents a substantial undertaking, driven by the dedicated personnel of the General Directorate of National Domains, with significant contributions from IT specialists. A multidisciplinary steering committee, comprised of leading experts in the field, oversaw the design and development process, which was completed in a remarkable timeframe of just one year.

“Amlak” stands as a unified national information system, integrating the core functions of general surveying, land registration, and state property management. It operates on a centralized national database, consolidating digital information related to these functions to ensure seamless data exchange, accuracy, and enhanced integration.

The system is engineered for optimal performance, adhering to the highest standards of governance. It features a robust tracking system to ensure compliance with regulatory frameworks and technical guidelines.
