This statement followed the visit of the UN Special Rapporteur on Human Rights Defenders, Mary Lawlor, to Algeria from November 25 to December 5, 2023. Algeria’s dedication to aligning its national legal arsenal with the provisions of the 2020 Constitution was also highlighted.

Lawlor’s visit, welcomed by Algeria’s top authorities, marked the ninth visit by a United Nations official under the UN Human Rights Council’s Special Procedures. It reflects Algeria’s commitment to its international obligations, especially its constructive cooperation in its relations with international human rights mechanisms. The visit was a testament to Algeria’s non-selective approach to promoting and respecting human rights, both nationally and globally.

During her stay, Lawlor engaged in frank and constructive discussions with various government members and high-ranking officials, including those from the Ministry of Foreign Affairs, the Ministry of Interior, Local Authorities and Urban Planning, the Ministry of Justice, and other key ministries. She also met with local authorities and representatives in Alger, Tizi Ouzou, and Oran.

The Special Rapporteur was received by independent national bodies such as the Constitutional Court, the High Authority for Transparency, Prevention and Fight against Corruption, and others. These meetings allowed her to witness the substantial efforts and progress Algeria has made in the field of human rights protection and respect.

Lawlor’s visit, which included meetings with civil society representatives and other actors of her choosing, was facilitated by the Algerian authorities. This engagement highlights Algeria’s continuous advocacy for human rights during its membership in the UN Human Rights Council for the 2023-2025 term.
