Incentives Boost for Students & Faculty in Scientific Research

Algiers – The Algerian government has announced new financial incentives for students and faculty involved in scientific research. The move, formalized through Executive Decree No. 26-68, aims to stimulate innovation and reward contributions to the nation’s scientific advancement.

The decree, amending a previous regulation, empowers permanent researchers, university hospital research professors, research professors, and students affiliated with academic institutions to undertake research projects that generate intellectual property rights. These projects can utilize the resources of their institutions or those of professional partners, subject to specific agreements and compliance with existing laws.

This applies to both individual and collaborative research endeavors, regardless of whether they utilize institutional or personal resources. The decree also facilitates the filing of intellectual property protection requests under the name of the researcher’s affiliated institution, based on a formal agreement.

A key element of the new policy is the mechanism for distributing revenue generated by research units, laboratories, and teams within scientific and technological institutions. This revenue stems from the exploitation of patents and research and development activities. After deducting associated financial burdens, the proceeds are allocated as follows:

  • 50% is designated as an incentive bonus for participating staff and trainees, including support personnel.
  • 25% is channeled into the institution’s budget to bolster financial resources and improve services.
  • 25% is allocated to the research unit or structure that carried out the service, with the aim of enhancing working conditions and resources.

The distribution of bonuses varies based on the nature of the research project. For research utilizing institutional resources, up to 60% is awarded as bonuses to permanent researchers, university hospital research professors, and participating researchers. A minimum of 40% is allocated to the institution’s budget to support scientific research development.

Specifically regarding student participation, students involved in research projects are eligible to receive up to 60% as a bonus, while a minimum of 40% is directed towards the institution’s budget. This initiative underscores the government’s commitment to fostering a vibrant research environment and encouraging the next generation of Algerian scientists.
