Establishing a National Data Governance System is a Sovereign and Strategic Choice

Prime Minister Saifi Gharib emphasized that data has become a strategic asset for the state, no less important than land, water, and energy, as it falls within state sovereignty and serves as a decisive element in supporting public decision-making and improving the efficiency of public policies.

Speaking on Monday during the official launch of the National Data Governance System at the International Conference Center, the Prime Minister stated that this development necessitated an integrated governance framework to ensure state sovereignty over its data. He added that the system frames the production, exchange, and exploitation of data in a secure and responsible manner, aimed at enhancing performance and building the trust of citizens and economic operators in data management and usage.

The Prime Minister highlighted that the National Data Governance System holds significant strategic importance on both national and international levels. Nationally, he noted that the system serves as a fundamental pillar for consolidating the state’s digital sovereignty and ensuring the rational control of data as a strategic resource by strengthening information security systems and enhancing data protection, reliability, and sustainability.

He further explained that the system plays a strategic role in boosting investment attractiveness and developing the digital economy. This is achieved by establishing a clear and reliable institutional and legal framework for data governance, ensuring transparent rules, stable legislation, and data protection, thereby strengthening the confidence of national and international economic actors and investors by improving access to reliable data and encouraging innovation and new digital business models.

On the international level, Saifi Gharib added that the establishment of this national system aims to align the national digital environment with approved international standards and practices. It also seeks to enhance interoperability and cross-border cooperation, supporting the country’s position as a reliable and active partner in the international digital space.

The Prime Minister stressed that establishing an integrated national system for data governance is not a temporary technical choice but a deliberate sovereign and strategic decision for the country, fully consistent with international approaches in this regard.

Furthermore, Saifi Gharib stated that the National Data Governance System is not merely a regulatory tool but a sovereign lever for sustainable development. He noted that it reflects the country’s international commitment to global standards by possessing clear data governance frameworks that attract the trust of international institutions and investors in the national digital and economic environment.

He added that the success of this system remains a collective responsibility, requiring active involvement and continuous coordination between various sectors, institutions, and stakeholders. He called for the establishment of an institutional culture that recognizes the importance of data as a long-term strategic asset for the state that requires proper management and valuation.

Following the official announcement of the system’s launch, the Prime Minister called on all parties to engage in the implementation of this strategic national model.
