Study Day on the Protection of Personal Data

The Algiers Judicial Council organized a study day on Monday regarding the protection of personal data in light of Laws 18-07 and 11-25, titled “Between Legislative Developments and Implementation Challenges,” at the council’s headquarters.

In his speech on the occasion, Boudirbala emphasized that the protection of personal data has become central to the protection of rights and freedoms enshrined in the Constitution, particularly regarding the sanctity of private life, the confidentiality of correspondence and communications, and the protection of human dignity.

The speaker explained that Law 11-25, dated July 24, 2025, resulted from the rapid development of digital technologies and the growth of crimes related to information systems to strengthen “confrontation mechanisms.”

In a related context, Boudirbala continued, stating that the judiciary is no longer limited to adjudicating traditional disputes but now deals with digital evidence, electronic records, and remotely stored data, which requires deepening specialized training and developing a technical judicial culture capable of understanding technical concepts without compromising legal rigor.

For his part, the Attorney General at the Algiers Judicial Council, Mohamed Kamal Ben Boudiaf, highlighted the importance of coordination between various authorities in confronting crimes related to information and communication technologies, from system breaches to data leaks and electronic blackmail, to ensure effective criminal prosecution without prejudice to fundamental rights.

Ben Boudiaf also confirmed that the judiciary remains committed to unifying actual practice in dealing with digital evidence, enhancing specialized training for judges and judicial police officers, and supporting every initiative aimed at protecting personal data within the framework of the law.
