Establishment of a Central Army Pharmacy with Supply, Research, and Training Mandates

The latest issue of the Official Gazette (No. 04) included Presidential Decree No. 26-06, establishing a “Central Army Pharmacy” (abbreviated as CAP). This step aims to strengthen the organizational structure of military health and ensure the independence of medical supplies for the National People’s Army.

Under the decree, the CAP is defined as a public administrative institution with legal personality and financial independence. It is placed under the direct supervision of the Minister of National Defense, with supervisory powers delegated to the Central Director of Military Health Services. Its headquarters will be located in the capital, with the possibility of establishing branches across the national territory.

The mandates of the Central Army Pharmacy extend beyond storage to include pivotal roles within the defense system. These include ensuring the supply of military hospitals and military health structures with pharmaceutical products and medical supplies, as well as monitoring the quality of materials purchased or produced, whether through its own means or through accredited national control bodies.

The decree also authorizes the pharmacy to produce certain pharmaceutical products and medical supplies using its own resources, thereby reducing dependence on imports. Additionally, it is responsible for possessing and managing stocks of medicines and supplies on behalf of the Ministry of National Defense and periodically updating its catalogs.

Regarding the technological dimension, the decree tasks the new institution with contributing to the development of scientific and technical research in the field of pharmacy. It will also be responsible for continuous training and professional development for personnel, including both military and civilian staff, working in this sensitive sector.

Furthermore, the law allows the pharmacy to establish cooperation and exchange relations with national and foreign institutes and institutions, in accordance with the regulations of the Ministry of National Defense, to ensure it remains updated on the latest developments in military pharmaceutical sciences.
