Outcomes of the Council of Ministers Meeting

President Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Council of Ministers meeting on Monday. The session addressed the draft law on military justice and presentations regarding the progress of the mining railway project (Bled El Hadba – Oued Keberit – Annaba Port), agricultural mechanization, the vocational training session for February 2026, and a report on the initial days of the holy month of Ramadan.

Following the presentation of the agenda and the Prime Minister’s report on government activities over the past two weeks, as well as a report on the President’s directives for the holy month, the President issued several orders and instructions. Regarding the draft law on military justice, the Council of Ministers approved its content after a presentation by the General, Delegate Minister to the Minister of National Defense and Chief of Staff of the People’s National Army.

On agriculture, the President emphasized the importance of field work and the immediate liberation of the sector from deep-rooted bureaucracy. He ordered the establishment of agricultural cooperatives under the Agrodiv group to manage the rental of various agricultural machinery for plowing, harvesting, and other services across provinces based on cultivated areas. These cooperatives are intended to serve farmers nationwide to increase production yields.

The President tasked the Prime Minister with overseeing the urgent creation of a specific law to regulate these cooperatives. He noted that they must be established no later than the end of next March, as the harvesting season begins early in some regions, particularly in southern Algeria. He also stressed that Agrodiv must acquire agricultural equipment from qualified local manufacturers.

Regarding the project to establish the International Philharmonic Orchestra of Algeria, the President praised the national artistic and cultural project, stating it aligns with Algeria’s comprehensive renewal and its role in reviving Algerian music. He ordered the preparation of texts to relaunch the Algiers Opera House and its regulatory system.

The President directed the gradual implementation of this project by utilizing artistic heritage and talents from within the country and abroad. He also emphasized the need to build large performance halls (Zenith) with a capacity of more than 5,000 people in the capital and major cities, while ordering the revival and support of music institutes across all municipalities.

Furthermore, the President called for the revival of theatrical activity due to its role in cultural life as a pillar of soft power. Regarding vocational training for February 2026, he directed the sector minister to create new branches in advanced and complex specialties covering strategic sectors for the benefit of Algerian and African trainees, while promoting the high level of training through the media.

On the progress of the mining railway project (Oued Keberit – Annaba Port), the President ordered an acceleration of the implementation pace, instructing the sector minister to conduct strict field follow-ups. Finally, the President appointed Labou Mohamed Lamine as the Governor of the Bank of Algeria. The meeting concluded with the approval of individual decrees involving appointments and terminations of duties in senior state positions.
