Council of Ministers Statement

President Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Council of Ministers meeting today. The session addressed a draft law defining electoral districts and the number of parliamentary seats, reports on the process of importing one million head of sheep for Eid al-Adha, preparations for the Hajj season, and the National Youth Plan project. The meeting began with a presentation by the Prime Minister regarding government activities over the past two weeks.

Before discussing the draft laws and reports, the President emphasized the necessity of daily field monitoring and maximum rigor against speculators in certain fruits and imported meats. He ordered the immediate blacklisting of those involved and a permanent ban on their import and commercial activities. Following a presentation by the Minister of Religious Affairs and Endowments on Hajj preparations, the President issued several orders and directives.

Regarding the amendment of the law defining electoral districts and the number of parliamentary seats, the President ordered a review of the draft amendment to involve political parties before its final approval. He also directed the formation of a committee at the Presidency to finalize the number of seats required for the parliamentary elections. Concerning the import of one million head of sheep for Eid al-Adha 2026, the President decreed that the selling price to citizens must not exceed 50,000 Algerian Dinars. He directed government agencies to strictly monitor the import and marketing process to prevent fraud, smuggling, and speculation.

On the issue of locust control, the President ordered a doubling of resources to combat swarms threatening crops in the far south. He called for the use of modern scientific methods, such as aerial pesticide spraying, particularly in border areas. He also emphasized the activation of monitoring cells using proactive methods, including Algerian satellite imagery and other technological resources.

Regarding the National Youth Plan 2026-2029, the President stressed the right of young people to demand their rights, particularly in employment and care, within a patriotic framework that protects them from exploitation. He instructed the Minister of Youth to audit cases where some individuals have not received unemployment benefits and to propose new methods to reduce unemployment rates. He also called for intensified efforts to combat drug use among youth and to protect them from external plots targeting society. Furthermore, he emphasized the importance of school and university sports, the strengthening of communication with Algerian youth abroad, and the revitalization of youth centers, ensuring at least one center per municipality with updated programs.

Regarding the National Climate Adaptation Plan, the President directed the doubling of inspection laboratories for imported products at all ports and airports in coordination between the Ministries of Interior, Foreign Trade, Environment, and Transport. He also called for accelerating wastewater treatment to reach a utilization rate of at least 30%. He noted that environmental protection is now an integral part of national security and economic-political action. The Council of Ministers meeting concluded with the approval of several individual appointments and terminations of duties in senior state positions.
