Ibrahim Boughali, President of the People’s National Assembly, chaired a public session on Tuesday evening dedicated to voting on the draft organic law amending and supplementing Order No. 21-01, which contains the organic law related to the electoral system. The session was attended by Said Sayoud, Minister of Interior, Local Authorities, and Transport, representing the government, and Najiba Jilali, Minister of Relations with Parliament.
Ben Yattou Salem, rapporteur of the Committee on Legal and Administrative Affairs, Freedoms, and Human Rights, confirmed in the supplementary report prepared by the committee that members carefully followed the observations and suggestions made by deputies during the general discussion held yesterday. This reflected a deep political awareness of the sensitivity and importance of this text as the legal framework governing the electoral process and guaranteeing its integrity and neutrality, thereby protecting the popular will and enshrining the principle of democratic rotation of power.
During his presentation, Salem Ben Yattou pointed out that the discussions of the meeting held by the Legal Affairs Committee, chaired by Abdelkader Toumi, dedicated to studying the amendments referred to the committee by the Assembly’s bureau, resulted in the non-adoption of one amendment for legal and objective considerations. Meanwhile, four amendments were withdrawn after their proponents were convinced by the clarifications provided by the committee and representatives of the Ministry of Interior, Local Authorities, and Transport.
During the session, the heads of parliamentary groups from various political formations unanimously agreed on the priority of the supreme interest of the nation as the basic reference that should guide various positions and decisions, as long as the common goal is to serve the country and preserve its stability, in line with the reform path of the President of the Republic.
The members of the Assembly also voted on Article 221 as it appeared in the correction submitted by Said Sayoud, Minister of Interior, Local Authorities, and Transport.
Following the vote, Said Sayoud emphasized that voting on this project strengthens the rules of democratic practice by building strong elected institutions protected from corrupt money, in fulfillment of the citizens’ aspirations.
For his part, Abdelkader Toumi, Chairman of the Committee on Legal and Administrative Affairs, Freedoms, and Human Rights, confirmed that the review of this organic law is part of an integrated reform process aimed at building a modern electoral system based on standards of transparency, credibility, and neutrality, which enhances the legitimacy of elected institutions and strengthens the foundations of the rule of law.
