Prime Minister Saifi Gharib chaired a government meeting on Wednesday. The government initially examined a draft executive decree defining the nature and degree of disability and its prevention, which falls under the implementation of Law No. 25-01 dated February 20, 2025, concerning the protection and promotion of persons with special needs. The draft text aims for early and multidisciplinary prevention of disability through integrated sectoral programs within a national strategy based on medical, therapeutic, psychological, educational, communicative, and social measures to better identify the nature and degree of disability and meet the needs of this group.
Regarding major structural projects, the government studied a draft executive decree amending the route specified in Executive Decree No. 24-101 dated March 7, 2024, involving the declaration of public utility for the project to complete the desalinated water supply system for the municipalities of Algiers and Blida provinces, originating from the Fouka seawater desalination plant. This amendment follows changes made to the original route due to difficulties encountered during project implementation.
Additionally, the government heard a presentation on the development and promotion of research and innovation products developed at higher education institutions and research centers, which have demonstrated technical readiness and feasibility for industrialization and marketing. The presentation highlighted samples of innovative products in the fields of agriculture, food industries, renewable energies, health, environment, and industrial technologies, as part of a strategic direction aimed at strengthening the partnership between the university and its economic and social environment and supporting a knowledge-based economy.
The government also heard a presentation regarding the restructuring of the energy and renewable energy sector. This project aims to adapt the sector’s organization to new challenges related to the development of renewable energies, electric mobility, and hydrogen, reflecting the authorities’ commitment to accelerating the energy transition and enhancing energy efficiency.
Furthermore, as part of monitoring the implementation of the unemployment benefit system established in February 2022 following the President’s instructions to combat youth unemployment, the government studied an evaluation report four years after its launch. The evaluation showed that the system has established itself as a fundamental tool for employment policy, characterized by wide coverage, efficient digital management, and effective cleanup mechanisms. It was noted that the system continues to guarantee a minimum income for first-time job seekers, which has been increased to 18,000 dinars starting from January 2026, while strengthening support mechanisms for professional integration and specialized training opportunities aligned with labor market needs.
Finally, as part of the ongoing study of sectoral roadmaps for 2026-2028, the government examined the draft roadmap for the Environment and Quality of Life sector.
