Solidarity: New Collective Agreement Signed for the Social Development Agency (ADS)

Algiers – The Minister of National Solidarity, Family, and Women’s Issues, Soraya Mouloudji, officially presided over the implementation ceremony of the new collective agreement for the Social Development Agency (ADS) this Thursday.​The event took place in the presence of the Minister of Labor, Employment, and Social Security, Fayçal Bentaleb (represented by the sector’s senior officials/Abdelhak Saihi), and the Secretary-General of the General Union of Algerian Workers (UGTA), Amar Takdjout.​A Major Overhaul After 14 Years​This agreement marks the first substantial revision of the agency’s professional framework since 2012. It is designed to create a more motivating and equitable environment for over 4,000 employees.​The beneficiaries include:​Senior technicians operating across 1,541 municipalities.​Staff members working within the 340 neighborhood outreach cells (social units).​Key Benefits and Reforms​Minister Mouloudji emphasized that the revision process, which lasted nearly a year, aligns with President Abdelmadjid Tebboune’s commitment to strengthening the social character of the state and protecting workers’ rights.​The new agreement introduces several strategic changes:​Streamlined Regulations: The document was reduced from 264 to 198 articles to remove contradictions and ensure full compliance with Algerian labor law.​Wage Increases: An upward revision of the index point used to calculate salaries.​New Allowances: * Desk Allowance: For staff managing social support programs at the municipal level.​IT Allowance: For specialists managing information systems, networks, and software development.​Career Advancement: Clearer procedures for professional progression, promotions, and disciplinary measures.​Modernization: The job directory has been updated to match the agency’s current organizational structure and functional needs.​Implementation and Retroactive Pay​In a move welcomed by staff, the Minister confirmed that the salary increases stipulated in the agreement will be processed starting this April. Furthermore, employees will receive these increases with retroactive effect dating back to January 2026.​The Minister concluded by stating that this agreement reflects a “qualitative step” in the sector’s commitment to social dialogue, ensuring a balance between employee welfare and the sustained performance of the institution.
