Algeria Launches New Legal Framework for Agricultural Land Concession Transfers

Algeria’s National Office for Agricultural Land has confirmed that the transfer of agricultural concession rights represents far more than a routine administrative procedure — it is a comprehensive legal and regulatory pathway embedded within the national vision to purify agricultural real estate, reinforce transparency, and safeguard agricultural investment in service of sustainable development and national food security.

In an exclusive clarification report published on its official platform, the Office stressed that agricultural land must remain a cornerstone for building a strong and promising national economy.

Under Ministerial Decree No. 02, dated June 1, 2025, governing the regularization of agricultural real estate and organizing concession transfer procedures, the National Office for Agricultural Land told dzwatch it is intensifying efforts to accompany agricultural investors, ensuring full legal and administrative compliance throughout all transfer operations — protecting the rights of all parties while maximizing optimal exploitation of agricultural land.

The process is initiated when the concession holder formally submits a transfer request at the provincial directorate of the National Office, marking the first step in a streamlined, transparent, and legally binding procedure designed to serve Algeria’s agricultural future.
