Algeria Streamlines Teacher Allocation to Address Shortages and Enhance Education Quality

Algeria's Ministry of National Education has outlined precise procedures for managing newly created teaching positions within the sector, emphasizing that all efforts to fill "job vacancies" are conducted according to strict criteria. Responding to a written question from National People's Assembly member Rabah Jadou, the Ministry detailed the process for reassigning surplus teachers to schools experiencing staff shortages.

Minister of National Education, Mohamed El-Seghir Saâdawi, addressed the critical issue of managing newly created positions, particularly in the Djelfa province, to ensure clarity and adherence to regulations. He clarified that the transfer of surplus teachers from one educational institution to another is a legal and regulated procedure, fully supported by organizational texts, provisions, and legislation. This practice is seen as a practical measure for rationalizing the use of financial positions and ensuring teachers fulfill their weekly workload.

Educational institutions' administrations resort to transferring and reassigning teachers to schools facing staffing deficits to establish pedagogical balance and optimize the utilization of financial positions. This is in accordance with the provisions of the new Executive Decree No. 25-54, dated January 21, 2025, which outlines the specific statute for personnel belonging to the national education corps.

Furthermore, the Minister highlighted in a recent directive that the opening of financial positions at the provincial education directorates adheres to current legal texts and defined criteria. These measures are aimed at ensuring the necessary pedagogical staffing at the required numbers to guarantee quality education for students and prevent classes from being left without instruction.

Educational institutions across all three levels – primary, middle, and secondary – experiencing pedagogical shortages in various subjects and specializations will be equitably covered with teachers at the beginning of the next academic year, 2026/2027. This will occur once the lists of successful candidates from the national recruitment competition based on qualifications for the rank of first-grade teacher (academic year 2025) are announced.
