The Algerian Ministry of National Education has clarified the precise methods and conditions for managing newly created teaching positions within the sector. The ministry emphasized that all operations related to covering "functional vacancies" are conducted according to strict criteria.

In response to a written question from National People's Assembly member Rabah Jeddou (No. 9279), based on correspondence from the Ministry of Relations with Parliament (No. 3363, dated October 27, 2025), Minister of National Education Mohamed El-Seghir Saâdawi addressed a crucial matter concerning the management of newly created positions, particularly in the Djelfa province. His aim was to provide clear guidance and prevent ambiguity.
Regarding the transfer of surplus teachers from one educational institution to another, Minister Saâdawi explained that this is a legally sound and established procedure, enshrined in regulatory texts, provisions, and legal legislation. He described it as a practical "measure" designed to rationalize the use of financial positions while ensuring that teachers fulfill their weekly workload.
Educational institution administrations resort to transferring and reassigning teachers to schools facing staff shortages to foster pedagogical balance and optimize the utilization of financial positions. This practice is in line with the provisions of Executive Decree No. 25-54, dated January 21, 2025, which outlines the special statute for employees in the national education sector.
In a related directive dated May 20th (No. 516), the head of the sector highlighted that the processes for opening financial positions within provincial education directorates adhere to current legal texts and defined criteria. These measures are aimed at ensuring the necessary staffing levels to guarantee quality education for students and prevent classes from being left without pedagogical supervision.
Educational institutions across all three levels—primary, middle, and secondary—experiencing shortages in various subjects and specializations will be equitably staffed at the beginning of the next academic year, 2026/2027. This will occur once the results of the national recruitment competition based on qualifications for the rank of "first-class teacher" for the year 2025 are announced.
