Algeria's Ministry of National Education has clarified the procedures and conditions for managing newly created teaching positions, emphasizing that all efforts to fill 'functional vacancies' are conducted according to precise criteria.

In response to a written question from National People's Assembly member Rabah Jidou, the Minister of National Education, Mohamed El-Seghir Saadaoui, addressed the critical issue of managing newly established positions, particularly in the Djelfa province. The objective is to ensure clarity and prevent ambiguity.
Regarding the reassignment of surplus teachers from one educational institution to another, Minister Saadaoui confirmed it as a legal and regulated procedure, fully supported by organizational texts, provisions, and legislation. This practical measure aims to rationalize the use of financial positions while ensuring teachers fulfill their weekly workload. Educational institution administrations resort to transferring and reassigning teachers to schools facing staffing shortages to establish pedagogical balance and optimize the utilization of financial resources.
This process aligns with the provisions of Executive Decree No. 25-54, dated January 21, 2025, which outlines the specific statute for employees in the national education sector, as explained by Minister Saadaoui.
Furthermore, in a directive issued on May 20th, the sector's leading official highlighted that the opening of financial positions within the directorates of education across wilayas (provinces) strictly adheres to current legal texts and established criteria. The goal is to secure adequate staffing to ensure quality education for students, preventing classrooms from being left without pedagogical supervision.
It is noteworthy that educational institutions across all three levels—primary, middle, and secondary—experiencing shortages in pedagogical staffing for various subjects and specializations will be balanced with teachers at the beginning of the upcoming 2026/2027 academic year. This will occur once the results of the national employment competition, based on qualifications and file evaluation for the rank of first-class teacher in 2025, are announced.
