Algeria and Germany Adopt Strategic Agenda to Deepen Bilateral Partnership

The second day of Algerian President Abdelmadjid Tebboune’s official visit to Germany concluded with the adoption of a strategic agenda aimed at deepening bilateral cooperation across political, economic, energy and security fields.

A joint declaration issued during the visit described the agenda as a milestone reflecting the longstanding relations between Algeria and Germany and their shared ambition to strengthen their partnership. Both countries emphasised dialogue, mutual understanding and multilateral cooperation in addressing global challenges.

The two sides welcomed the upward trend in bilateral trade and expressed their intention to expand investment and commercial relations. They also agreed to consider relaunching the Algerian-German Joint Economic Commission and establishing a bilateral business council to connect companies and investors from both countries.

Energy cooperation remains a central pillar of the partnership. Algeria and Germany highlighted the strategic importance of the Southern Hydrogen Corridor, classified as a Global Gateway project and a European Energy Highway. The initiative is expected to create a sustainable link for transporting green hydrogen and other renewable energy resources between North Africa and Europe.

The two countries also signed a joint declaration of intent to cooperate on reducing methane emissions from the oil and gas sector.

Cooperation will also cover emerging technologies, innovation systems, scientific research, transport, healthcare, pharmaceuticals, agriculture and critical raw materials. The declaration further welcomed continued dialogue on defence, terrorism, cybersecurity, disinformation, migration, returns and reintegration.

During the visit, Tebboune held talks with German President Frank-Walter Steinmeier and Chancellor Friedrich Merz. The Algerian president described bilateral relations as strong and steadily improving, while reaffirming Algeria’s position as a reliable gas supplier to Europe.

Merz expressed Germany’s interest in opening a new chapter in economic relations with Algeria, particularly in energy, raw materials and trade. The agenda took effect following the leaders’ meeting in Berlin on July 16, 2026.
