Algeria’s New Parliament to Open Tenth Legislative Term on July 28

Algeria’s National People’s Assembly (APN) will officially inaugurate its tenth legislative term on July 28, with parliamentary proceedings scheduled to span three days following the July 2 legislative elections.

The opening day will be dedicated to the inaugural session, during which the membership of newly elected lawmakers will be formally validated. This constitutional step must be completed before deputies can begin exercising their parliamentary duties. Once the validation process concludes, members will elect the Speaker of the National People’s Assembly, the office that ranks as the third highest state position in Algeria’s institutional hierarchy.

According to parliamentary sources, newly elected deputies are expected to receive official text messages outlining the procedures and mandatory participation in the membership-validation session.

The second and third days of the parliamentary agenda will focus on establishing the Assembly’s governing bodies, including the election of vice-speakers, chairs and vice-chairs of the permanent committees, as well as committee rapporteurs.

In parallel, parliamentary groups representing the 2026–2031 legislative term will select their respective leaders through elections or appointments, depending on the internal rules of each political party.

Under Article 133 of the Algerian Constitution, the legislature must convene within 15 days of the Constitutional Court’s announcement of the final election results. The first sitting is chaired by the oldest deputy, assisted by the two youngest members.

A temporary Membership Validation Committee, composed of 30 deputies reflecting the proportional representation of political parties, will examine and approve the credentials of newly elected lawmakers before being dissolved.

The newly elected Speaker will serve a five-year term, leading the lower house of Parliament throughout the current legislature.
