President Tebboune Appoints New Governor of Constantine

Algerian President Abdelmadjid Tebboune signed a presidential decree on Wednesday appointing a new governor (Wali) of Constantine Province as part of changes within the country’s local administration.

According to a statement issued by the Presidency of the Republic, the decree ends the duties of Abdelkhalek Sayouda as Governor of Constantine and appoints Kamal Eddine Karbouche, formerly Governor of Béjaïa Province, as his successor.

The decision forms part of the President’s constitutional authority to appoint and reassign senior state officials responsible for the administration of Algeria’s provinces.

The Presidency also announced that Saïd Yahiaoui, Secretary-General of Béjaïa Province, has been entrusted with the interim management of the province until a new governor is appointed.

Governors, known in Algeria as Walis, oversee the implementation of national government policies at the provincial level, coordinate public services, supervise local development projects, and ensure the execution of state programs across their jurisdictions.

The appointment of Kamal Eddine Karbouche to Constantine places him at the head of one of Algeria’s most important provinces, recognized as a major economic, academic, industrial, and cultural center in eastern Algeria.

Meanwhile, the temporary appointment of the Secretary-General of Béjaïa is intended to ensure the continuity of administrative operations and public services while the government prepares a permanent replacement for the province’s governorship.

The latest changes reflect the Algerian government’s ongoing management of provincial leadership to maintain administrative efficiency and support local development initiatives across the country.
