Ali Boulaaras Appointed SERPORT CEO to Enhance Algerian Port Services

Ali Boulaaras has officially assumed his role as President-Director General (PDG) of the Services Portuaires (SERPORT) group, succeeding Riad Hadjal. This appointment, made during a ceremony in Algiers, aligns with directives issued by Said Sayoud, the Minister of Interior, Local Authorities, and Urban Planning, signaling a new phase for the group. The handover was attended by key ministry officials, including the general secretary and the director general of the Merchant Marine and Ports, underscoring a focused national effort on port management.

Prior to his leadership at SERPORT, Mr. Boulaaras managed the Port of Annaba (EPAN), where he accumulated significant experience. He progressed through various roles, from commercial manager to interim administrator, before being promoted to general manager in early 2025. During his tenure in Annaba, he notably spearheaded the launch of a 1,600-meter mineral platform designed to support the large-scale phosphate integration project. He also equipped the port complex with essential laboratory facilities for agri-food merchandise analysis, demonstrating his capability in developing crucial port infrastructure.

The supervising ministry has articulated clear objectives for this transition, primarily aiming to optimize the quality of services provided within port infrastructures and to enhance the regional and international competitiveness of Algerian ports. These efforts are intended to actively bolster the country's economic dynamism. Expressing confidence in the new PDG, the ministry's representative stated conviction that Mr. Boulaaras, supported by the expertise of the group's teams, will successfully address future challenges and accomplish SERPORT's strategic missions, thereby contributing to Algeria's economic progress.
