Non-Resident Importers Must Use Algerian Bank Accounts Under Clarified Rules

Algerian customs, through its intelligence and risk management directorate, has issued new clarifications regarding the conditions for engaging in micro-importation activities, commonly known as "commerce du cabas." This internal note, dated September 15, addresses previous communications and aims to dispel "erroneous interpretations" that had circulated, particularly on social media, concerning the application of existing regulations.

The clarification specifically reinforces conditions for auto-entrepreneurs, especially those not residing in Algeria. It reiterates that such individuals must be of Algerian nationality, reside in Algeria, and maintain a foreign currency bank account with the Banque Extérieure d’Algérie (BEA). The customs directorate had previously observed instances where non-resident importers conducted purchases abroad without a visa, used foreign-registered vehicles, and processed payments from overseas bank accounts, bypassing the required local financial channels. Some had also presented Algerian residence certificates despite primarily residing abroad, which is contrary to the established framework.

The customs authority emphasized that the purpose of these notes is to remind operators of the provisions stipulated in Executive Decree n° 25-170 of June 28, 2025, which governs the conditions for this activity. The directives are intended as a warning within control operations to counter any attempts at fraud and address observed violations, ensuring compliance with current regulations. The directorate clarified that these communications should not be interpreted as new instructions or as measures to impede legitimate micro-importation activities, but rather to ensure the proper application of existing legal frameworks for the benefit of the national economy.
