Souk Ahras Phosphate Transformation Complex Cornerstone Laid
Algeria has initiated a new phase in its integrated phosphate project with the laying of the cornerstone for a chemical transformation complex in Oued El Kebrit, Souk Ahras province. This development marks a strategic shift from exporting raw phosphate to manufacturing value-added industrial products, primarily for the agricultural sector and international markets. The ceremony, held on Thursday, September 24, 2026, was overseen by Minister of State and Minister of Hydrocarbons Mohamed Arkab, alongside Minister of Public Works and Basic Infrastructure Abdelkader Djellaoui and Minister of Mines and Mining Industry Mourad Hanifi, with other officials and stakeholders present.
The Oued El Kebrit complex serves as the core industrial component of the integrated phosphate project, which spans the provinces of Tebessa, Souk Ahras, Annaba, and Bir El Ater. It will process enriched phosphate from the Bled El Hadba mining hub to produce a range of chemical products and fertilizers, including diammonium phosphate, monoammonium phosphate, compound fertilizers, and nitrogenous varieties such as urea, along with sulfuric acid, phosphoric acid, and ammonia. Initial production capacity is set to reach approximately 2.4 million tons annually of phosphatic fertilizers and 570,000 tons annually of nitrogenous fertilizers, positioning the complex as a central pillar in Algeria's fertilizer production ecosystem. This enhanced local production capability is expected to significantly support farmers' needs and foster a more integrated agricultural industry.
Italian company Saipem is undertaking the construction work for the complex using an engineering, procurement, and fast construction model, aiming to accelerate the project timeline. Algerian national companies, including subsidiaries of the Sonatrach group such as the Algerian Company for Industrial Projects, the National Civil Engineering and Construction Company, and the National Company for Major Petroleum Works, are also participating. This involvement aims to engage national institutions in major industrial projects and facilitate the transfer of expertise and technology. The Oued El Kebrit complex is part of a comprehensive system that connects phosphate extraction sites, processing facilities, and logistical infrastructure, including the mining pier facilities at Annaba port, ensuring an integrated supply chain from raw material to refined product.
