New York – Philippe Lazzarini, Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), has stated that civilians in northern Gaza are being left with only two options: to flee or face starvation.
In a post on the “X” platform, Lazzarini highlighted the dire situation, noting that the healthcare system in northern Gaza is “on the verge of collapse.” He also mentioned the difficulty in communicating with UN field teams due to the breakdown of communication networks.
Lazzarini condemned the ongoing Israeli blockade, which has prevented the United Nations from delivering any form of aid to the region, including food, since September 30. He specifically mentioned the Jabalia refugee camp as one of the hardest-hit areas, where approximately 50,000 people have been forced to flee.
“Basic services have been disrupted or completely halted,” Lazzarini said, “including our UNRWA health center. Only two water wells remain operational.”
He accused Israeli occupation forces of employing tactics that include deliberate attacks on civilian infrastructure and obstructing vital humanitarian aid to force people to flee.
Lazzarini stressed that international humanitarian law is unequivocal, stating that civilians must not be forcibly displaced and must always be protected. Additionally, they should have access to their basic needs.
“Many red lines have already been crossed in Gaza, but it is still possible to prevent actions that may constitute war crimes,” Lazzarini warned, calling for an immediate ceasefire.
