Algiers – Algeria’s Minister of Housing, Urban Development, and the City, Mohamed Tarek Belaribi, announced today that the government has registered the completion of 235,000 new housing units as part of the 2025 Finance Bill. The minister also emphasized that in 2025, the ministry will continue executing ongoing projects encompassing 965,833 housing units across various housing schemes.
During a hearing before the Finance and Budget Committee of the National People’s Assembly (APN), chaired by Osama Arabawi, the committee’s president, and attended by the Minister for Relations with Parliament, Basma Azouar, Minister Belaribi outlined the housing achievements planned for 2025. According to the program registered within the 2025 Finance Bill, the 235,000 new units will include:
- 185,000 units under the rent-to-own scheme (AADL),
- 40,000 subsidies for rural housing, and
- 10,000 public rental housing units.
Continued Execution of Housing Projects in 2025
In addition to these new projects, the ministry will also continue work on the remaining 965,833 units in different formats, including:
- 421,560 units for rural housing,
- 192,775 units under the subsidized promotional scheme,
- 171,759 units for self-construction within social lots,
- 167,796 public rental units, and
- 3,434 units under the AADL rent-to-own program.
Social Support and New Initiatives in 2025
Minister Belaribi highlighted that the 2025 Finance Bill also includes measures to support low- and middle-income households through the continuation of social housing programs. The ministry aims to launch the “AADL 3” initiative and restart previously stalled projects by removing all obstacles impeding their execution. Additionally, the government will continue to finance and implement housing projects across various schemes while laying out a roadmap to deliver two million new housing units over the next five years.
The minister disclosed that the AADL 3 program has already seen over one million applicants registered on the digital platform, out of a total of 1.44 million submissions. Following eligibility investigations, 1,342,024 applicants were approved for the program.
Verification and Approval Process
Minister Belaribi explained that the government carried out rigorous background checks through national databases, including those managed by the National Identification Registry, social security funds, and the General Directorate of National Property, to ensure applicants met eligibility criteria. The checks uncovered:
- 23,150 duplicate registrations in the Ministry of the Interior’s database,
- 25,379 positive matches in the national housing database (indicating prior beneficiaries), and
- 108,863 matches within the property registry, revealing existing property ownership.
Investigations are still ongoing to finalize the applicant list, the minister added.
Progress on AADL 3 and Future Land Development
Belaribi announced that 7,000 hectares of land have been secured for the first phase of the AADL 3 program. Administrative procedures for land contracts have been completed, and tender documents for project studies have been approved.
2024 Housing Achievements and Ongoing Projects
Reflecting on the sector’s performance in 2024, the minister reported that 813,143 units were under construction at the start of the year. As of now, 449,832 units have already been distributed under various housing schemes.
Between 2020 and 2024, the ministry successfully distributed 1.7 million housing units, despite challenges posed by the global health crisis. During the same period, 1,017,801 housing units were launched with a total budget of 1,617.41 billion DZD, significantly reducing the national housing occupancy rate from 4.25 persons per unit in 2023 to a projected 4.12 persons per unit by 2025.
The minister also highlighted several major projects completed in recent years, including the Great Mosque of Algiers, new sports stadiums, and the ongoing construction of the 500-bed university hospital in Tizi Ouzou. Additionally, the government has initiated studies for the “Dzair Media City” project in Ouled Fayet (Algiers), which aims to create a hub for media and communication industries.
