Algiers, November 13, 2025 – The Ministry of Health and the High Commission for Digitalization have entered into a significant collaboration aimed at revolutionizing the healthcare sector through enhanced data exchange. Minister of Health, Mohamed Seddik Ait Messoudane, and the High Commissioner for Digitalization, Meriem Ben Mouloud, formalized the agreement, marking a crucial step towards implementing a national interoperability system.
This agreement aligns with a unified national vision focused on strengthening and supporting healthcare service development through digital transformation. It is in direct accordance with the state’s strategic orientations in digitalization and administrative modernization within the medical field.
The signing ceremony, held at the Ministry of Health headquarters, was attended by key officials from both the Ministry and the High Commission. The atmosphere reflected a shared commitment to accelerating digital transformation within the health system.
The core objective of the agreement is to facilitate and structure data exchange and utilization between the two entities within the national interoperability system. This will enable the delivery of modern, integrated digital services and the creation of accurate performance indicators to support informed decision-making at all levels.
Crucially, the agreement includes technical and organizational measures to ensure the security and protection of sensitive health data. Stringent protocols will safeguard data during processing, transmission, and reception, preventing unauthorized modification, use, or publication.
Minister Ait Messoudane emphasized that the agreement embodies the President’s directives for achieving comprehensive digital transformation, improving the quality and development of public health services, and establishing a modern governance framework based on transparency and efficiency. He stated that digitizing the health sector is now an irreversible strategic choice and a cornerstone of national health system reform.
The Ministry is committed to establishing an integrated and interconnected digital health ecosystem, connecting all health institutions to a unified national network encompassing various digital platforms. This will ensure improved healthcare quality and easier access to treatment for citizens across the country.
