Algeria Halts Indiscriminate Stray Animal Culls Nationwide

Algiers – The Ministry of Agriculture has issued an immediate and definitive halt to all indiscriminate culling campaigns targeting stray animals across Algeria. This directive emphasizes that any intervention concerning stray animal populations must be conducted exclusively in pre-arranged coordination with the ministry’s veterinary services at the state level.

The Ministry has asserted that any initiative undertaken outside this established framework will be considered a direct violation of regulations. All actions must adhere strictly to scientific protocols and standards approved by the relevant authorities.

Minister Yacine Oulid’s department has called for strengthened collaboration between local authorities and veterinary services to implement the national sterilization and vaccination program effectively. The ministry is committed to providing the necessary resources to ensure the success of this program throughout the nation’s various states.

These instructions were conveyed in a letter addressed to the Governors of the Republic, following reports received by the Ministry regarding instances of random killings of stray animals, particularly dogs and cats. The methods employed were described by the Ministry as “brutal,” including the use of firearms, poisoning, and fatal beatings.

The Ministry emphasized that these actions are being carried out without any official coordination, damaging the country’s image internationally and conflicting with the humanitarian and religious values of Algerian society. DZWatch understands that the Ministry of Agriculture is the sole legal authority mandated to oversee animal health and welfare, according to existing legislation. Any measures concerning stray animals must be implemented exclusively through its veterinary services.

The Ministry reiterated its commitment to humane animal management and urged all stakeholders to comply with the new directives. Further details on the national sterilization and vaccination program are expected to be released in the coming weeks.
