Algeria Outlines Vision for New Media Landscape

Algiers – Minister of Communication Zouhir Bouamama has outlined key features of the evolving media landscape in Algeria, emphasizing regulatory reforms and modernization efforts. Speaking before the People’s National Assembly’s Committee on Culture, Communication, and Tourism, Bouamama detailed the imminent finalization of implementing texts governing the media sector.

These texts pave the way for the establishment of new national regulatory bodies, including the Independent National Authority for Audiovisual Regulation, the Authority for Regulating Written and Electronic Press, and the Supreme Council for Professional Ethics. The Minister stressed that the roadmap focuses on executing public policies derived from the new legal framework for media, promising a new institutional phase characterized by regulation, transparency, and enhanced professionalism.

Bouamama also announced the reactivation of the Press Support Fund, as per Article 220 of the 2025 Finance Law, to support eligible media outlets and finance training programs for journalists and media professionals. Furthermore, efforts are underway to regulate opinion polling activities to ensure the credibility of results and prevent manipulation. New rules for organizing advertising activities are also being developed to protect consumers and promote fair competition within the media market.

The Ministry is proposing a review of the financial value and eligibility criteria for the President of the Republic’s Award for Professional Journalists. In terms of modernization, Bouamama stated that the Ministry has proposed reorganizing its central administration to align with the new provisions of media laws. Projects related to digitization and information systems security will be implemented sequentially to accelerate modernization efforts.

The Minister highlighted the importance of diversifying media partnerships with Arab and African countries and updating bilateral agreements to enhance training and exchange expertise. He also emphasized the significance of the planned Media City project, describing it as a transformative initiative that will provide a modern work environment and advanced technical resources meeting international standards. Members of Parliament raised concerns regarding the social welfare of journalists and strengthening regional media, particularly in the south.
